SPECIAL UPDATE

Hello to all!

                Thank you to all that were able to attend the HTHOA meeting. The minutes are posted below. We will be mailing out invoices for the HTHOA dues in the next week and follow that up with a visit to answer any questions you may have. We would like to have this complete by month end so anything you can do to help make this happen would be of great help. As always please feel free to email me any questions or concerns.

Minutes of Heritage Trails Home Owners Association meeting on October 25th 2011
 
      The meeting opened at 7:05pm,and after a few introductions from Kevin, the treasurers report was read by Kim Cobaugh. 
 
      In the line of old business, it was mentioned that the replacement of the horse that was discussed at the last meeting, was going to cost more than we originally projected.  We then voted to approve a new amount and approval was reached for the board to pay up to $4,000 with an "OK" for a 10% variance just in case.  In speaking about the horse, it was disclosed that the statue was approximately 31 yrs. old. it was agreed that any replacement horse statue should be flat black with white hoofs and accent markings.  an idea came up that as we price and get estimates for a new horse, we should ask those that give us a bid,  how to remove, install and dispose of the existing one.
 
     Kevin had a few works of thanks for the crew that stepped up and removed the fence at the front pond and saved HTHOA a lot of money by taking care of it themselves.  It certainly looks nicer, thanks to a concerned group of Home owners. 
 
     In beginning the new business portion of the meeting, ideas were asked for and the subject of ducks and geese messing on the roads was discussed.  There exists a chemical spray that deters Canadian geese from landing in it because it makes them sick.  Then again, maybe a solution is as simple as posting a sign " Don't feed the ducks and geese". 
Question: How about a book of names and numbers of HTHOA members, because the last book is outdated?
Answer:   The HTHOA website was created so to simplify that very process, as members can sign on to the website and post their information. 
Question: The trees on the right side at the entrance are looking quite poor.
Answer:    HTHOA has spoken with Mr. Richard Criss at those stores and told him about that and tall weeds and grass as well.  In addition, the
                dumpster has graffiti on it.  Mr Criss called us back twice and reported the weeds/grass/trash were taken care of, and that new trees 
                are to be planted.  ( We need to contact him again and talk more about the trees. 
Question:  Could we approve some funding for Spring and Fall flowers to dress up the front of Heritage Trails?
Answer:     HTHOA voted to approve $200.00 for Spring flowers, $200.00 for Fall flowers and as much as $200.00 for plant food, fertilizer etc...
Question:  Would "Facebook" be something that might be beneficial to HTHOA?
Answer:    As long as there is no information on your profile, there should be no intrusion of privacy......We can look into that. 
Question:  Does a mailbox on Secretariat need to have Triple Crown colors or can it be painted to the homeowners preference?
Answer:    We believe that the homeowners can paint it whatever they like as long as its not offensive.
 
      We moved on to a discussion about this years (2012) dues drive and it was unanimously decided to just call the entire month of November....."Dues Drive Month".   Volunteers for Block and or Street Captains were received and it was determined that more help is needed and always appreciated at this time of year for collecting dues.
 
      Kevin introduced Mr. Gary Roaden who gave us an insight on how local government is working to make a stretch between upper and lower Paddock Drive safer for our community.  After a call to the county, a speed study was conducted on Paddock Dr. where  information on a daily basis was collected.  It was determined that 70% of cars were driving over 40 MPH on Paddock!  A letter to Judge Moore prompted Mr. Jeff Earlywine from the county to get involved.  After four speed studies were conducted and a petition signed by 90% of the residents (those living between lower Stirrup & lower Paddock and upper Stirrup and upper Paddock) supported a speed hump.......Boone County installed their very first "Speed hump"    (speed humps in Union and Florence were not installed by Boone County).  Gary said that we are still in negotiation with Mr. Earlywine to try to get another speed hump installed.  Gary opened a discussion about by-laws.  He wondered whether by-laws that deal with garbage cans, shingles, dog poop etc...are those by-laws filed with the county and are they somehow enforceable?  A member asked if we could put a lawyer on retainer to deal with transgressions and the majority concluded it is too costly.  It has been HTHOA's belief, that you need 100% participation of homeowners to set by-laws.  Mr. Roaden volunteered to look into the by-law situation with the county. 
 
      Members remarked since DHL has come back to the airport, noise in the evening has been increasing.   HTHOA reminded everyone that the airport does have a website that you can forward complaints concerning aircraft noise. 
 
     In wrapping up the meeting, It was noted that the HTHOA should get together in the Spring and that time should be good for an election of new officers for the Association.  Please consider nominations for Board positions including those of a newly created "Trustee" position
 
     Before we finished Kevin reminded us that Halloween is Oct 31st....Monday night and that should be careful of the Kiddies..
